Summary:
Function & Scope:
This position manages, develops, analyzes, organizes, implements, assesses and continuously improves a comprehensive security and emergency management program. It provides seamless integration of security and emergency management programs into existing campus organizations and activities. This individual will be responsible for all aspects of emergency management and planning, in conformance with current campus policies, and will interact with various internal and external groups.
Essential Functions:
Typical Essential Functions include but are not limited to the following:
- Emergency Management Planning: Further develop and maintain the University's written plans, policies, and protocols that addresses the four phases of Emergency management, identified as: 1) Prevention-Mitigation, which includes planning that will decrease the likelihood an event will occur and actions that will reduce loss of life and property damage; 2) Preparedness, which includes development of policies and protocols, as well as training and exercises; 3) Response, which includes coordinating actions of emergency responders; and 4) Recovery, which includes actions to restore the University to normal operations.
- Use an All-Hazards approach to further develop and maintain the University's Emergency Response Plan. This written plan utilizes National Incident Management System (NIMS) strategies, and follows the Incident Command System (ICS) model designed for emergency responders. To ensure federally mandated NIMS compliance, the written protocols must incorporate NIMS and ICS strategies.
- Assist with the coordination of planning, identification of new technologies designed for emergency response, and test and maintenance of existing infrastructure dedicated to efficient and effective response during an event.
- Coordinate response of campus resources during an actual event. Resources include, but are not limited to, University Police, Environmental Health and Safety, Facilities Management, Office of Communications, Student Affairs, and Information Resources.
- Provide guidance to these resources during planning stages, as well as during an actual event.
- Act as a liaison with external resources such as local Police Departments, fire departments and other governmental agencies.
- Further develop the current Continuity of Operations Plan, designed to restore the University to normal operations after a significant event on campus.
- Provide guidance to campus groups in the development of their own internal plans for resumption of normal operations after an event.
- Identify key personnel, technical expertise, equipment, and other resources needed to properly respond to a significant event on campus.
- Emergency Communications: Responsibilities include all aspects of emergency communications during a significant event on campus. Responsible for development of content of messages designed to alert the campus community as well as external resources of an evolving event on campus. Provide training to identified individuals who may be required to communicate emergency information to the campus community during an event.
- Continuously look at developing technologies designed for providing improvements in our current communication strategy.
- Emergency Management Training and Exercises: Responsible for all aspects of training for emergency responders and other identified key personnel on campus. Training includes, but is not limited to, Incident Command System (ICS) courses developed to assist all individuals who may play a key role on emergency response.
Provide guidance for levels and types of training needed for campus emergency responders and other key members of the campus community. Identify training resources available and coordinate attendance and maintain an accurate database detailing training curriculum received by individuals on campus. - Ensure the University is compliant with current NIMS requirements of having emergency responders trained in required ICS courses.

Required:
Minimum three years of demonstrated recent professional level experience in current emergency management strategies and techniques, policy development and coordination with large organizations with multiple priorities; or any equivalent combination of education and experience. Knowledge and experience in of the National Incident Management System (NIMS) and the Incident Command System (ICS) techniques of emergency response and recovery, interactive functions, responsibilities, and goals of local, state, and federal government planning and implementing emergency services, including various mutual aid systems.

Other Knowledge, Skills, and Abilities:
Ability to communicate clearly and concisely, both orally and in writing. Ability to quickly analyze an evolving situation, and adopt a quick and effective course of action. Basic knowledge of computers. Incident Command System (ICS) certification.
Special Job Requirements (such as hours, accuracy, special equipment and/or working conditions):
Must have, keep and maintains the appropriate valid TX Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations.
Other:
If this is a supervisory position, the incumbent is expected to complete required supervisory training; orient, train and develop subordinates; provide appropriate coaching, guidance and supervision to subordinates; and complete annual performance evaluations.
Specific job requirements or physical location of some positions allocated to this classification may render the position security sensitive; thereby subject to the provisions of Section 51.215 Texas Education Code.
Responsible for duties as assigned relating to internal controls including safe-guarding of department assets, reliability of department financial information, and compliance with applicable laws, regulations, policies and procedures.
Any qualifications to be considered as equivalents, in lieu of stated minimums, require the prior written approval of the Assistant Vice President, Human Resources Management.
