Biographical Sketch
Sally Bath-Prill was born February 18, 1934 in Canton, Ohio. She attended Macalester College, in St. Paul Minnesota, where she majored in speech and drama. She also attended the University of Maryland, from which she graduated with a B.A. in business administration. During her early career Sally Bath-Prill worked in the comptroller departments of a number of insurance companies including Prudential Insurance of America and GEICO. In 1966 she took a job with the Printing Industries of America, where she worked as a Supervisor of Statistical Services, dealing with labor relations and union issues. In 1970 Prill moved on The MCB corporation as a research analysis contracted with compiling reports about manpower and labor for the Department of Labor and the Department of Housing and Urban Development. After completing her contract, she accepted a job with the Aerospace Industries Association of America, where she specialized in preparing data on aviation finance, economics, and labor for publication. She left AIAA in 1979, and spent a year doing similar work for LTV Aerospace and Defense.
In 1981, Prill was appointed director of the Office of Aerospace Policy and Analysis, in the International Trade Administration, of the United States Department of Commerce. The Office of Aerospace Policy and Analysis held responsibility for monitoring the implementation of the GATT Agreement on Trade in Civil Aircraft, studying trends in international trade, assessing the health of and providing guidance to the American aerospace industry, and generally promoting the interests of American aviation in the global marketplace. Prill performed a number of duties well with the Office of Aerospace Policy including overseeing the U.S. presence at international air shows (Farnborough, Paris, ILA (Berlin), leading tours of American aerospace industry executives to emerging markets in Poland and Eastern Europe, Russia and the former Soviet Union and South America. In 1993 she was a member of U.S. Commerce Secretary Ron Brown’s official delegation in a state visit to Saudi Arabia. Prill also provided numerous lectures and presentations on the future of the American aerospace industry and international trade to the United States armed forces, other government agencies, and civic and trade organizations. Prill also was involved in the negotiations with Airbus Industries and the European Economic Community (later the European Union) over subsidies paid to aircraft manufacturers and fairness and balance in the aerospace trade between America and Europe. Prill retired from the Commerce Department in 1999.
After Prill left the Office of Aerospace Policy and Analysis and the Competence Department she moved into the world of private consulting as an expert on international aerospace and trade matters. She also moved to Texas and became active in state politics. In 2008, Texas Governor Rick Perry appointed Sally Bath-Prill to a position on the Board of Pilot Commissioners for Galveston County.

Scope and Content
This collection contains documents, photographs, notebooks, business cards, presentations, speeches and memorabilia related to the United State Department of Commerce Office of Aerospace, negotiations between the American Government and the European Union over subsidies to Airbus, and international trade in the commercial aviation field. The Sally Bath-Prill Papers consists of twenty-six boxes totaling 23.75 linear feet. The papers were divided into thirteen series.
The first series is Personal History. This includes Sally Bath-Prill’s resumes, performance reviews, travel statements, applications, related to her work career and generated by the Office of Aerospace and the U.S. Commerce Department. It also houses texts of remarks and presentations given by Sally Bath-Prill to a number of organizations, and related to international trade, the future of aerospace, Airbus, and how the Department of Commerce promotes American aerospace interests.
The second series is The U.S. Department of Commerce. This consists of a history of the U.S. Commerce Department and its activities, documents and pictures related to Sally Bath-Prill’s participation in an official visit by U.S. Commerce Secretary Ron Brown to the Kingdom of Saudi Arabia in 1993, and a copy of the Federal Aviation Administration (FAA) Report on Secretary Brown’s fatal aircraft accident in 1996.
The third series is Airbus Industries. This contains information about the history of Airbus, Airbus’ attempts to market products in the U.S., analyses of Airbus and Boeing, forecasts on the future of commercial aviation, clippings about Airbus and international trade, and other material concerning the impact of Airbus, its parents governments, and subsides on global aviation.
The fourth series is International Trade between the United States and the European Community (EC)/European Union (EU), Eastern and Southern Europe, and Russia. It includes information on the U.S. Government and European Union negotiations over trade and subsidies paid to international consortiums, decisions and actions by the European Union Council regarding trade and tariffs, the future of the aviation industry in Europe, and U.S. Department of Commerce Sponsored trips to Eastern Europe and Russia to market American aviation to an international audience.
The fifth series is International Trade between the United States and Japan, China, and Asia. This contains reports about the changing relationships between Japan, the United States, and China, U.S.-Japanese collaboration in advanced aviation projects, the future of the aircraft market in the Pacific Rim, and a draft of a book by a Lockheed insider, describing the bribery scandal that brought down the Prime Minister of Japan in the 1970s.
The sixth series is United States Government and International Trade. It includes the text of a number of American acts and bills affecting international trade with the United States including the General Agreement on Tariffs and Trade (GATT), the Trade Reform Act of 1974, the Trade Act of 1979, and the Export-Import Bank Act of 1945.
The seventh series is Economic and Financial Impacts of the Commercial Aviation Industry. In consists of consultant reports and evaluations of the international aspects of commercial aviation, studies of aviation’s environmental impact, and long range forecasts of future, global trends in aviation.
The eighth series is Trade and Tariff Agreements. This includes text of provisions United State government tariff and trade acts, as well as explanations and articles related to commercial aviation and the sale of aircraft. The ninth series is The Future of Commercial Aviation. It houses reports and documents examining the future aviation of the United States, advanced aviation technology (including hypersonic transport), and ways to keep the U.S. economy strong in the future.
The tenth series is Sally Bath-Prill Meeting Notebooks. This contains notebooks collected by Sally Bath Prill which discuss meetings and negotiations, daily events, trips, air shows, general work, and her other duties as an employee of the U.S. Department of Commerce.
The eleventh series is Sally Bath-Prill Business Cards. This includes a number of business cards of aviation and government contacts stored in notebooks that Sally Bath-Prill collected during her career in aviation business.
The twelfth series is Visual Media. This consists of photographs of U.S. trade missions to South America, Eastern Europe and Russia, international air shows (Farnborough, ILA(Berlin), and Paris). It also includes a videotaped program summarizing the controversies over European Union subsidies to Airbus.
The thirteenth series is Memorabilia and Artifacts. It includes pins, paperweights, mugs, plaques, pens, airline bags, and other memorabilia commemorating Sally Bath-Prill’s career in the aviation industry.

This collection arrived in excellent shape and was arranged by the donor before processing. There are no condition problems with material.
Material Removed List
A number of aviation, business, and trade related books and magazines were removed from this collection, and placed in the relevant section of the History of Aviation Collection book and magazine stacks, or the McDermott Library’s main stacks. Several of the folders of photographs were removed from envelopes and placed in archivally safe sleeves. In cases where the envelope provided information about the pictures it was retained in the folder.
