Abstract
The David Hickler Papers concentrate on his career as an employee of Civil Air Transport (CAT) and Air America from 1946 to 1975. Also documented are his extensive legal proceedings to obtain U.S. Government retirement benefits claiming he was employed by the CIA, a governmental agency. There are also documents that cover his employment at Hughes Helicopters and his personal life.

The David Hickler Papers were bequeathed to the History of Aviation Collection, Special Collections and Archives Division, Eugene McDermott Library, The University of Texas at Dallas, by the Linda Van Zeyl Estate on October 3, 2003.

Note to the Researcher

The collection was initially processed in 2004. It has been reprocessed to provide expanded content descriptions, removal of duplicate and non-associative materials, and for placement into Archivist’s Toolkit. The condition of the content was generally good, but further grooming was needed. Existing staples and metal paperclips were removed and replaced with coated paperclips.

Prior to commencing work on the photographs, it was observed that some photos were missing from the photo albums. It is assumed that these missing images were removed prior to the collection being bequeathed. In order to consolidate storage space, spiral or other types of bulky bindings were removed from select photo albums and the contents were placed into folders and interleaved with acid-free paper.

In instances where photos were described with associated inscriptions and could be removed without causing damage, copies of the pages were made on acid free paper to record original order prior to the album being disassembled. The photos were inserted into polypropylene sleeves and placed into folders with the original order copies. When inscriptions were not present, the photos were carefully removed and placed in polypropylene sleeves. Photos that were mounted on the front and back of album pages were not removed and these albums were left intact. Photos, negatives, and transparencies that were found to be stored in folders or envelops were inserted in polypropylene sleeves. Large size photos were placed into folders and interleaved with acid free paper. There are a few nude art type photos identified within the collection. These are noted as adult content-viewer discretion is advised.

Negative rolls that were loosely stored were moved to archival boxes and cassette tapes were placed into individual archival storage cases. Reel to reel audio tapes were placed into archival film canisters. All cassette tape storage cases are individually labeled and each reel to reel tape is identified with a tag. All cassette audio tapes are playable. The condition of the negative rolls and some of the reel to reel audio tapes is poor. Caution should be used when handling these items.

The collection had a significant volume of whole newspapers. Articles that were directly associated to the collection subject matter were clipped out and retained. The remaining portions of the newspapers were removed. There are a few partial portions of newspapers written in either Laotian or Thai. These articles were retained as significance or worth could not be determined.

Maps are grouped by type and all items affixed with hand written comments are noted. Maps consisting of related multiple sections are stored in the same folders to ease reassembly when viewing. Oversized vinyl and silk maps were moved from their original location and placed into flat file drawers to improve storage conditions. All items in the ephemera series are individually tagged and stored in partitioned archival boxes. Effective April 15, 2014 a number of items have been removed and are on loan to the Frontiers of Flight Museum, Dallas Texas. These items are on display in the CAT/Air America Exhibit.

Biographical Sketch

David Hale Hickler was born on May 28, 1921 in Colfax, Washington toThomas Daniel Hickler and Beulah Margaret née Hale and was raised in Los Angeles, California. He also had a younger brother, Thomas A. Hickler. In 1937, at the age of 16 he soloed in a 40 horsepower Taylorcraft. He terminated his high school studies in1938 and enrolled at the Curtiss Wright Technical Institute of Aeronautics in Glendale, California where he completed a Master Aviation Mechanics course in 1939. His passion for aeronautics at a young age, lead to his continual involvement with aviation throughout his life, during which he had personally owned three different airplanes.

From 1939 to1942 he was employed as a Metal Fitter, Bench Mechanic, and General Aviation Mechanic working for Douglas, Lockheed, and Cal-Aero at the U.S. Government Air Depot in Sacramento, California. From 1942 to 1944, he worked for Pan American Airways in Miami, Florida starting as a Sheet Metal Mechanic, promoted to Maintenance Foreman, and eventually becoming a Flight Engineer.

From 1944 to 1945 Hickler worked in the Engineering Department at Trans World Airlines (TWA). In 1945, he joined the U.S. Army and served until his honorable discharge in 1946. He was initially assigned to the field artillery unit and was later reassigned to the Army Forces Air Training School at Fort Sill, Oklahoma teaching aircraft maintenance and service for Piper L-4 and Stinson L-5 aircraft to officers and enlisted men.

In December of 1946, retired General Claire L. Chennault hired Hickler to assist him in starting a new airline in China. Named the Chinese National Relief and Rehabilitation Administration (CNRRA) Air Transport, it evolved into Civil Air Transport (CAT) in 1948.

Hickler’s first responsibility working for CAT was as a Crew Chief to ferry aircraft to China from Hawaii and the Philippines. In 1947, he was designated as Chief Inspector operating in Canton, China and in 1948 he was promoted to the position of Chief of Supply and Purchasing. In 1952, he requested a transfer into the sales organization and became the Traffic and Sales Manager for Okinawa and Japan. Under his guidance, he opened the first commercial ticket sales office at Naha, Okinawa. His career in sales continued with Hickler assuming duties as the Sales Manager at Iwakuni and Fukuoka, Japan. His success resulted in a promotion in August 1953 to Regional Traffic and Sales Manager based in Tokyo, Japan. This position had direct responsibilities for Japan, Korea and Okinawa.

Hickler’s career progressed with promotions to Assistant Regional Director for Japan, Korea, and Okinawa in 1954 and to Regional Director of Japan in 1955 reporting directly to the President of CAT. He held this position until 1964. While working in Japan, Hickler was the first foreigner in post-war Japan to acquire a Japanese private pilot’s license and he purchased his own plane, a Cessna 172. His vibrant personality also landed him a spot on Tokyo TV, teaching English.

In 1964, Hickler was transferred to Air America and was appointed General Manager of Air America’s fixed base operation in Laos, which worked under contract to the U.S. Aid Mission (USAID). From 1966 to 1974 he was General Manager of Operations, Bangkok. He spent time managing other Air America facilities with assorted temporary duty (TDY) assignments as the Base Manager at Air America operations sites located in Bangkok and Udorn Thailand, as well as in Saigon, Vietnam. He also represented Air America as the senior company representative at Phnom Penh, Cambodia. In 1973, he became the Assistant Vice President at Bangkok until January 1975, when Air America officially ceased operations.

Wherever Hickler was stationed he involved himself with the local business activities and communities. He was a member of the American Chamber of Commerce in various Asian locations. He also participated and held memberships with a number of social organizations including: Foreign Correspondents Club in Japan and Hong Kong, Tokyo Club, Tokyo American Club, and the Royal Bangkok Sports Club.

During his career at CAT and Air America, he was often remembered for being an extravert. He self marketed himself by his personal logo of “And Don’t Forget Dave Hickler” that he had imprinted on his business cards and often stamped on his correspondence and give away souvenirs such as pens, tie pins, and cigarette lighters. The logo was also painted on his personal airplane and engraved on his luggage.

After the fall of Saigon, Hickler worked for one year for Bridles Wing and Helicopter, Inc. in Santa Monica as the Director of Marketing. He was responsible for selling helicopter services to major oil companies, movie and TV firms, the U.S. Government, and various commercial companies. He departed Bridles Wing and Helicopter in 1976 and temporarily retired until 1978.

In the same year, he started to work at Hughes Helicopters, Inc., in Culver City, California. He was employed as their Marketing Manager for Asia/Pacific until 1983, when he permanently retired.

Starting in the mid 1970’s Hickler initiated legal proceedings to pursue obtaining retirement benefits from the U.S Government. His claim was based on his belief that while employed by CAT/Air America he was actually working for the CIA, a government agency. Litigation proceedings continued until the mid 1980’s and ultimately the courts ruled against his claims.

Mr. Hickler passed away in Poway, California on October 29, 2002 after a brief illness. He was 81 years old. He never married and did not have any children.

Scope and Content

This collection contains legal documents, court filings, personal papers, military records, business correspondence, photographs, negatives, transparencies, audio cassettes and tapes, ephemera, memorabilia, magazines, philatelic materials, Civil Air Transport (CAT) and Air America records, contracts and proposals, accident reports, flight schedules, handbooks, primary and Lima Site facility surveys and drawings, personnel rosters, messages (XOXO, Telex, and radio), inter-office memos, routing slips, maps, newsletters, clippings, excerpts, brochures, scrapbooks, photo albums, travel marketing pamphlets, and other materials that were created by, or accumulated by Dave Hickler during his long-term career with CAT, Air America, and Hughes Helicopters. The David Hickler Papers are housed in seventy two boxes and containers of various sizes totaling 47.7 linear feet.

The archivist identified thirteen series with the first series being the U.S. Civil Service Action Series. This series covers in great detail the efforts of Dave Hickler to secure a government pension for himself and for other former CAT and Air America employees. His claim was based on his belief that CAT and Air America operated as covert companies under the direct supervision of the Central Intelligence Agency (CIA), a U.S. government organization. As a result, U.S. government retirement benefits would be justified. This series contains correspondence with attorneys, former CAT and Air America personnel, U.S. Congressional representatives, legal fund contribution records, CIA documents, legal proceedings, Fink vs. Office of Personnel (OPM) case documents, affidavits, benefit claims, interrogatories, court orders, summary judgments, clippings, reconsideration requests to and from the U.S. Merit Systems Protection Board, the U.S. Civil Service Commission, and the U.S. Office of Personnel Management.

The second series is the Air America Series that reflects upon the extensive career that Dave Hickler had with this organization. This series is organized into six subseries: 1. Documents, 2. Accident Reports, 3. Employee Records, 4. Site Surveys/Facilities, 5. Contracts/Proposals, and 6. Messages.

Subseries 1. contains memos, reports and correspondence related to Air America operations at various facilities in Thailand, Japan, Laos, and Cambodia. Included are aircraft maintenance reports, personnel rosters and issues, facilities insurance certificates, job descriptions, personnel evaluations, pilot pay scale data and seniority lists, vendor service agreements, unfriendly fire reports, search and rescue activities, accidents and safety issues, meeting minutes, newspaper articles, proposals, and employees lost due to aircraft accidents.

There are materials and clippings that reference the 1965 Coup d' Etat and its impact to Air America. In addition, there are Penco personnel lists and correspondence referring to the transfer of assets to Thai Airlines in the mid 1970s, as well as materials about the Air America pilot’s strike.

Of particular interest are two documents: a Dunn & Bradstreet Report "The Pacific Corporation” dated March 15, 1966. This report covers Air America, Inc., its parent company, the Pacific Corporation and its subsidiary, Air Asia Company Limited. The other document is titled "Compensation and Rules of Employment for U.S. Citizen Pilots of Air America, Inc.," dated January 1973.

There are also documents relating to Dave Hickler’s work history at CAT and Air America that includes resumes, position responsibilities, vacation and leave activities, travel requests, and compensation.

Included are newspaper clippings and articles critical of Air America and its relationship to the CIA and other negative press content pertaining to drug trafficking, smuggling, security, theft, and property recovery.

Subseries 2. includes a comprehensive volume of written accident reports, some accompanied by photographs and negatives. In addition, there are messages and reports regarding flight schedules and border crossing flight incidents. Of interest is an extensive border crossing report involving Captain D.R. Carver. Multiple items such as telex messages, radio messages, and clippings document the Ben Bruce Blakeney aircraft crash. Included also are passenger manifest and cargo documents for flight 106-20.

Subseries 3. contains Air America IBM computer printouts of employee rosters sorted alphabetically, or by facility locations.

Subseries 4. includes general plans, evaluations, surveys, maps of Udorn Airbase, Vattay Air Field, Vientiane facilities, and Long Tieng.

Subseries 5. incorporates improvement programs, contracts, amendments, and responses to proposals.

Subseries 6. encompasses XOXO aeronautical radio messages, telex, teletype, and miscellaneous messages. This correspondence references damaged aircraft, air and ground aircraft accidents, repair status reports, medical emergencies, inclement weather conditions, hostile and unfriendly fire incidents, injuries and casualties, death notifications, and aircraft recovery efforts. There are also specific messages related to a crime committed against Mr. J. T. Houston.

The third series is the CAT/Air America Series that contains an array of documents that span and overlap between both CAT and Air America. This series is organized into one subseries 1. Documents.

Subseries 1. includes a mixture of personal and business letters, as well as newspaper clippings about Dave Hickler. These documents reference selective activities during his career with Civil AIr Transport (CAT) and Air America. Of specific interest is a document written by Hickler titled “Air America 1946-1975 One Man's Story,” This document provides a personal overview of his experiences during a long career from the founding of CAT in 1946, to the demise of Air America in 1975. Also included in this series are human resources documents regarding Captain E. L. Porter, and articles concerning the crash of CAT flight 106-20 in Taiwan in June 1964.

The fourth series is the CAT Series containing papers that describe and discuss a number of major operational, political and historical events that occurred internally within CAT, or in the geographical areas where CAT had an operational presence. This series is organized into one subseries 1. Documents.

Subseries 1. contains papers about CAT during the Korean War, settlement with Civil Air Transport Incorporated (CATI), covert operations, CAT in French Indo China, finance and accounting processes, and the collapse of Nationalist China. The fifth series is the Personal Papers Series that comprise Dave Hickler's involvement with golf, and other documents covering a wide range of activities throughout his business career, private life and military service. This series is organized into two subseries 1. Golf, and 2. Other Documents.

Subseries 1. includes membership and activity documentation of Dave Hicklers association with several sports clubs in Japan, Thailand and Vietnam. There are extensive papers capturing his support of Thailand professional golfer Sukree Onsham. Through Hicklers assistance, Onsham was able to secure an invitation to participate in the United States Masters Tournament.

Subseries 2. contains personal notes, travel logs, letters, receipts, identification cards, membership directories, foreign currency, military records, leave requests, insurance policies, and a coin collection inventory.

The sixth series is the Clippings Series that cover a range of articles from newspapers, news journals, and magazines. This series is organized into one subseries 1. Newspapers and Magazines.

Subseries 1. houses a wide selection of subject matter covering CAT and Air America, General Claire L. Chennault, illegal operations, Vietnam War, the Southeast Asia region including Thailand, Laos, and CIA relationships.

The seventh series is the Hughes Helicopters Series which covers Dave Hickler's career at Hughes Helicopters after completing his tenure with Air America. Included are detailed business trip journals, pilot flight manuals, employment applications, company correspondence, and marketing materials.

The eighth series is the Philatelic Series which contains a variety of stationery items, post cards and small note pads from hotels primarily in the Southeast Asia region. Also included is CAT and Air America stationery.

The ninth series is the Ephemera Series which includes airline menus, ticket stubs, route maps, passenger welcome packets, and postcards. Additionally, there are meeting notices, embroidered emblems, membership cards, receipts, coupon books, patches, coasters, and decals.

The tenth series in the Publications Series which includes brief publications about transportation and shipping news in Japan, and Korea. Additional content includes an Air Asia Technical Services brochure, U.S. Department of Defense Pacific and South Asia flight directories, U.S. Senate foreign and military intelligence reports, and issues of Air Asia magazine containing articles pertaining to Air America.

The eleventh series is the Media Series. This series contains extensive images, negatives, slides and transparencies, cassette and reel-to-reel audio tapes covering many aspects of Dave Hickler's personal life, military service, and business careers with CAT, Air America, and Hughes Helicopters. There is an extensive amount of CAT and Air America aircraft, facilities, operations, and personnel images and negatives. Also included are images of damaged aircraft and ground accidents, some accompanied with documented accident reports. Additionally, there are cassette and audio tapes of radio news broadcasts and a radio interview of Dave Hickler when he was assigned to Air America in Japan. This series is organized into five subseries: 1. Photographs, 2.Slides and Transparencies, 3. Negatives, 4. Cassette Tapes, and 5. Reel to Reel Audio Tapes.

Subseries 1 includes images of CAT and Air America personnel, aircraft, operations centers, facilities, damaged aircraft and recovery activities, remote airfields, construction sites, Landing Ship Tank (LST) maintenance ship, living quarters, flight line reception ceremonies, military inspections of Air America facilities, and business meetings. Additionally, there are images of vacation, travel, and recreational activities.

Subseries 2 encompasses leisure, vacation, and recreational activities. Also included are CAT aircraft and facilities, and military ceremonies.

Subseries 3. includes negatives of aircraft, facilities, operations, venues, and people.

Subseries 4. contains recorded news, professional golf tournaments, and World Cup competition.

Subseries 5. is comprized of radio broadcast news events, personal recordings by Dave Hickler, and his radio interview while working for Air America in Japan.

The twelfth series is the Maps Series. This series contains a broad variety of map types with concentrated coverage in the Southeast Asia region. Many are comprised of multiple sections with a few containing hand written notes. The oversized maps were removed and are stored in flat file drawer 20.

The thirteenth series is the Memorabilia Series. This series includes, awards, cigarette lighters, hand held navigation instruments, caps, travel bags, and slide rules.
