Introduction: The purpose of this document is to create a framework in which to run the UTD radio station. Strict adherence to these guidelines will enable this station to achieve its goals in an expedient manner.
Article I: Mission
The purpose of the UTD radio station is to communicate to the campus and surrounding communities the ideas, issues, concerns, and activities which reflect the diverse opinions and points of view University's students, faculty/staff, and the world at large. In doing so, we feel that the radio station can become a central focus of University and community life.
Article II: Membership
Sec.1.1. The membership to the Radio Station is available to any student, faculty or staff member at the University of Texas at Dallas on the assumption that the individual must:
Article III: Organizational Structure
Sec.1.1. The Radio Station shall be broken into three separate departments. The departments are as follows:
Sec.2.1. The chief decision-making body of the Radio Station is the Operating Board. The Operating Board is comprised of three members from each of the three departments for a total of nine members. The function of this Board is to develop, maintain, and update all policies which affect the operation of the radio station. In addition, the Board shall keep records of all major actions and issues which are raised throughout the course of the operation of the radio station. The Operating Board shall meet bi-weekly in quorum of no less than 6 of its members.
Sec.2.2. All meetings of the Operating Board shall be closed unless otherwise deemed necessary.
Sec.2.3. The Operating Board shall elect one person who shall represent the Radio Station, along with any other persons deemed necessary, in all important public matters.

Sec.2.5. Upon reaching any decisions, the Board shall counsel their decisions with the Staff/Faculty Advisor and/or any other person the University administration deems necessary.
Sec.2.6. The only members who have access to the radio station en toto are the Operating Board members.
Sec.2.7. In the event of an emergency or important decision, an emergency meeting can be declared by any member of the Operating Board as long as there has been:
Article IV: Departmental Structure
Sec.1.1. Each department shall elect three members of said department to represent the rest of the group in the Operating Board. All department members are eligible for nomination. There is no limit to the number of nominees for the department heads. All votes will open forum. After the primary election, the candidates with the five highest percentages shall be put in a run off election. Of these five nominees, the three with the largest number of votes shall win the election.
Sec.2.1. If members of the Operating Board fail to perform their duties to the satisfaction of the radio station, they can be removed by a 2/3 majority of the Operating Board. Department heads can be removed from for similar reasons by a 2/3 majority within their departments.
Sec.3.1. Each Department may and is encouraged to have its own bylaws and guidelines. These bylaws must meet approval of a majority vote within the Operating Board.
Sec.4.1. The Management Department shall deal with the business issues pertinent to the running of the radio station. Specific delegations include, but are not limited to:

Article V: Bylaws
Sec.1.1. The radio station shall follow all Federal, State, and local laws regarding the operation of a non-commercial college radio station.
Sec.1.2. In addition, the station shall follow additional guidelines set up by the Operating Board, subject to approval by the Staff/Faculty Advisor. The purpose of this structure is to ensure that the radio station accepts full responsibility for all its actions. In almost all cases, the radio station can be viewed as separate from the University. Thus, the liaison between the station and the University is the Staff/Faculty Advisor.
Article VI: Amendments
Sec.1.1.The Operating Board is the only body which has the authority to update this document and any other document pertaining to the radio station operation.
Sec.1.2. This document can only be amended by a 2/3 majority of the Operating Board.
Article VII: Ratification
Sec.1.1. This document requires the approval of nine members of the UTD Radio club.
