Frequently Asked Questions / Ask-A-Cop
The idea of Campus Law Enforcement is still relatively young in America. It is an ideal that is constantly evolving and maturing, which naturally produces a lot of questions from the community.

Below is a question and answer session for some of the most constantly asked questions we get here at the UT Dallas Police Department.

    Previous Questions
  • Can vehicles be commandeered for police use like in the movies?
  • When is it appropriate for the police to ask someone about his/her sexual orientation? For example, is it appropriate during an arrest for a nonsexual offense?
  • I heard that Texas changed some of its laws. What were some of the changes?
  • Are the UTD cops real police?
  • Can UTD Officers make arrests?
  • What is the job of the UTD cops?
  • What is the jurisdiction of the UTD Police?
  • Do the Police issue traffic tickets?
  • How can I appeal my ticket?
  • Does the City of Richardson Police patrol UTD?

Are the UTD cops real police?
Yes. The UTD officers are State Police Officers employed by UTD. They are licensed by and their commissions are held by the State of Texas.
    Can UTD Officers make arrests?
Yes. If the UTD Police arrests an individual, they will be taken to either the Richardson City Jail or the Collin County Detention Facility.
What is the job of the UTD cops?
The job of the UTD Commissioned Officers (Blue Shirts) is to: help our students succeed, provide a safe and secure learning environment at the university and in its surrounding areas. The Officers enforce Texas Traffic and Criminal Laws as well as Ordinances of the City of Richardson. The Police Department responds to emergency calls such as crimes and medical emergencies. Additionally, the Guards (White Shirts) as well as the Officers, provide vehicle and entry assists and personal escorts if needed.
What is the jurisdiction of the UTD Police?
Because the Officers are State Officers, they have countywide jurisdiction in every county throughout Texas where UT System owns, leases/controls property. Locally, this includes both Collin and Dallas counties. However, their primary jurisdiction and responsibility is The University of Texas at Dallas and its surrounding areas.
Do the Police issue traffic tickets?
Yes. Because the UTD Police Officers are State Police Officers they have the authority to issue two types of citations, a UTD Citation or a City of Richardson Municipal Court Citation. The difference between the two is 1) the UTD ticket is significantly cheaper than the city ticket; 2) Unlike the city ticket, the UTD ticket will not go on an individual's driver's record and it will not affect an individual's insurance policy. If a UTD ticket is not taken care of in the required time period a city ticket may be issued instead of the UTD ticket. Again, the city ticket will cost more and will affect your driving record and insurance.
Does the City of Richardson Police patrol UTD?
No. UTD is a state reservation with its own law enforcement agency. (Richardson Police do have enforcement authority on the UTD campus, however UTD Police has primary jurisdiction and is responsible for police services.)

The Department expresses its appreciation to all of our Officers who have provided this service
to the UTD Community: Detective Steve Finney (2001-2002), Sergeant Roger Stearns (2002-2006),
and Officer Chris Dickson (2006-present).
