ABOUT THE
EMERGENCY PREPAREDNESS CENTER (EPC) |
Directed
by Dr. E. Douglas Harris (acting), the
mission of the Emergency Preparedness Center of the CyberSecurity and
Preparedness Institute (CSEPI-EPC) is to research and develop
techniques and methodologies to enable rapid effective response to chemical or
other incidents, occurring unprompted or due to deliberate sabotage by
terrorists. The goal is to provide involved chemical, and appropriate response,
information to first responders in a timely, accurate and facile manner in order
to salvage the maximum out of the disaster, whether in terms of lives saved or
property rescued. Industries dealing in hazardous materials (HazMat) are
required to file stored chemical and planned response information by various
local, state and federal agencies. However, these are currently stored in paper
form and thus almost impossible to gain access to the right information during
stress-filled emergency situations. Electronic storage and retrieval is
fast, easy and simple, but requires thoughtful implementation to ensure
information security. Thus, the Center is concerned with researching this
aspect of the Emergency Preparedness issue.
UT Dallas teamed up with the Region 6 office of the U.S. Environmental Protection
Agency (EPA) to develop a program to store and disseminate chemical and response information.

The resulting system, known as
E-Plan,
is a web-based HazMat response information system that provides fast, easy
and secure access to first
responders. EPA and DHS have funded the project to four
million dollars thus far to vastly expand the program to reach most of
EPA Region 6 community involved with emergency response to chemical incidents.

OBJECTIVES |
|
The objectives of the Emergency
Preparedness Center are as follows:
1. Research and develop products and services for
effective Emergency Preparedness.
2. Foster continued interaction between Emergency
Preparedness personnel from Government agencies, Industry and Academia to
effectively pursue above goal.
3. Develop and administer courses to train Emergency
Preparedness personnel in latest techniques.
