Types of Property
All physical goods purchased by UTD fall into three categories: Capital Assets, Controlled Assets, and Uncontrolled Assets (aka Everything Else). An item's category determines which purchasing methods may be used to acquire it, which funds may be used to acquire it, and whether or not it is included in the Annual Property Inventory.
Capital Assets
- These are big-ticket items, usually valued at $5,000 or greater and
with an anticipated useful life of 1 year or longer. Vehicles, mainframe
computers, and large pieces of laboratory equipment would all be considered capital assets.
- Capital Assets may only be purchased via a eProcurement
- Capital Assets have their own budget category; you cannot use an account's Maintenance & Operations budget to purchase them. Contact UTD's Budget Office if you need assistance in adjusting your budget to fund your purchase.
- Capital Assets must be tracked via the Annual Inventory Report.
Controlled Assets
- Controlled Assets are usually valued between $500 and $5000. Computers, high-end software, and electronic equipment often fall into this category. Firearms are always considered controlled assets regardless of dollar value.
- Controlled Assets may not be purchased with a Purchasing Card. Other delegated methods may be allowed; contact the Purchasing Department to see if this is true for you.
- Controlled Assets are paid out of the Maintenance & Operation budget.

Uncontrolled Assets
- Uncontrolled Assets are items valued under $500. Office supplies, low-end printers and software, microwaves and other office furniture are usually uncontrolled assets.
- Uncontrolled Assets may be purchased using any purchasing method.
- Uncontrolled Assets are paid for out of Maintenance & Operation budget. Contact UTD's Budget Office if you need assistance in adjusting your budget to fund your purchase.
- Uncontrolled Assets are not tracked via the Annual Inventory Report.
