As an agency of the State of Texas, we are required to use the Centralized Master Bidder's List (CMBL), maintained by the Texas Building and Procurement Commission, rather than keeping a bidder's list of our own. If you are not on the CBML, we encourage you to review the application requirements and get on the list. This action will allow you access to bids from all state agencies - not just UT-Dallas.

In addition, we are required by State law to post all bid invitations over $25,000 to the Texas Marketplace so that everybody has a chance to review and respond to the invitation to bid regardless of CMBL/HUB status. UTD is State Agency #738.
It is the policy of UTD to provide business opportunities for small, minority, and women-owned businesses in all areas of procurement activities. We have approximately 13,500 students, 2000 faculty and staff, and annual procurement expenditures of more than 25 million dollars.
We view partnerships with Historically Underutilized Businesses (HUB's) as good business. We encourage our larger suppliers to use HUBs whenever possible when subcontracting or reporting second tier purchasing activity. Our program is not a "set aside". Instead, we encourage our staff to take extra steps, providing opportunities, guidance, and assistance to small businesses in making their products and services available to the university at a competitive price.

While we no longer maintain a bidder's list at UTD, we still encourage interested bidders to contact the UTD purchasing department directly to exchange information regarding mutual needs and offerings in the future.
