The U.S. treasury could gain about $2 billion over the next five years if the
mineral industry were taxed on the same basis as other industries. Another
solution is to find new land-based mineral deposits. Exploration requires a
willingness to spend lots of capital and to take risks. For 10,000 possible
deposits for a given resource, only 1,000 are worth exploring, only 100 justify
drilling, and only 1 will become a producing mine or well.
