m68.    How are risks managed?

Managing risk requires answering these questions:

1.   In what sequence or priority should the risks be evaluated and managed?

2.   How reliable is the risk-benefit analysis?

3.   How much risk is acceptable?

Many folks deny the high-risk nature of motorcycling (1 death per 50 participants), smoking (1 death in 600 by age 35), car crashes (1 in 5,000 with seatbelt vs. 1 in 2,500 without), parachuting (1 in 4,000), and rock climbing (1 in 5,000). However many are terrified of commercial airplane crashes (1 in 800,000), train crashes (1 in 20 million), shark attack (1 in 300 million), and drinking water with the EPA limit of trichloroethylene (1 in 2 billion).
